66 cosmetic ingredients, held against the law
Is it banned, restricted or just scored? Each file sets one ingredient against California's statute, the EU Cosmetics Regulation (consolidated 1 May 2026), FDA's named list and EWG Skin Deep, read on 23 October 2026. 20 are prohibited in the EU, 29 restricted within limits, 7 named for labelling, 10 on none of the lists we checked.
Every ingredient, three lists, four figures
Read across: a filled dot is a California ban, the middle column the EU annex that names it, the last EWG's hazard score. A high score does not mean banned, and no entry does not mean approved. How the lists compare · the full EU Annex II ban list, searchable. Read from the California statute, the EU Cosmetics Regulation and FDA’s page.

Each file answers the banned-or-restricted question first, then shows the EU caps, FDA's entry where there is one and EWG's page, dated and linked. These 66 are a starting set chosen for how often they are asked about, not a ranking. Download the table as CSV (CAS number, EU entries, California list, FDA entry, EWG range).

Annex II lists these as prohibited substances.
Restricted within limits (29)

Annex III requires these to be named in the ingredient list above a threshold; they are neither banned nor capped.
On none of the lists we checked (10)
No entry by CAS number in EU Annexes II, III, V or VI, and not in California or FDA’s named list.
